Measures
for the Administration of Statistics on the Supervision and
Administration of Food and Drugs (State Administration of Food and Drug

Measures for the Administration of Food and Drug Administration
Chapter 1 General Provisions
Article 1 Scientific and effective organization and implementation of food and
drug supervision and management of statistical work, standardize
statistical activities to ensure the authenticity of statistical
information, accuracy, completeness and timeliness, give full play to
statistics in food and drug supervision and management of the important
role , According to the "People's Republic of China Statistical Law",
"People's Republic of China Food Safety Law", "People's Republic of
China Drug Administration Law" and other relevant laws and regulations,
the development of this approach.
Article 2 These Measures shall apply to the statistical activities
organized and implemented by the food and drug supervision and
administration departments at all levels and their related units
directly under the State Council.
Article
3 The basic task of food and drug supervision and management statistics
is to conduct statistical surveys on the basic situation of supervision
and management of foodstuffs (including food additives), health food
products, medicines, cosmetics and medical devices, and to provide
statistical information and consultation Statistical supervision.
Article 4 The supervision and management of food and drug
administration shall be carried out in a unified manner and shall be
responsible for the unified management and classification.
The State Food and Drug Administration is responsible for the
supervision and management of the national food and drug supervision and
management and the organization and coordination.
Local food and drug supervision and management departments at all
levels responsible for the administrative region of food and drug
supervision and management of statistical work.
Article 5 The food and drug supervision and administration departments
at all levels shall strengthen the organization and leadership of the
statistical work, improve the organization, enrich the personnel,
guarantee the work expenses, improve the technical equipment, and ensure
the statistical performance of the statistical agencies and personnel.
Article
6 The food and drug supervision and administration departments at all
levels shall incorporate statistical information construction into the
overall planning of information construction, make full use of
information technology to carry out statistical work, and promote the
collection, processing, transmission, sharing, storage technology and
statistical database system of statistical information Modernize and improve the quality and efficiency of statistical work.

Article 7 The reporting units of food and drug supervision and
management shall fill in the report in accordance with the relevant
laws, regulations, rules and the provisions of these Measures, and shall

Article
8 The statistical offices and statisticians of the food and drug
supervision and administration departments at all levels shall keep
secrets of state secrets, trade secrets and personal information that
are known in the statistical work of food and drug supervision and
management.
CHAPTER II STATISTICAL INSTITUTIONS AND STATISTICS
Article 9 The food and drug supervision and administration departments
at all levels shall clearly assume the functions of the statistical
functions, set up statistical posts, equip statistical personnel, and
designate statistical work.
Article 10 The statistical offices of the State Food and Drug Administration shall perform the following duties:
(1) to improve the statistical work system and to manage, guide and
supervise the national statistical work on food and drug supervision and
management;
(2) to improve the national food and drug supervision and management
statistical index system, organize the development of the national food
and drug supervision and management of comprehensive statistical survey
plan and statistical investigation program, according to the work needs
to issue statistical tasks;
(3) to compile and publish statistical data such as the annual
statistical report on food and drug supervision and management of the
whole country;
(D) to manage and coordinate the professional statistics work of the
bureaus and subordinate units of the Council and to examine the
professional statistical survey programs established by the
organizations and subordinate units of this Council;
(5) to implement the statistical laws and regulations, the
implementation of national statistical standards and supplementary food
and drug supervision and management of statistical standards;
(6) to collect, summarize and manage the statistical data of food and
drug supervision and management of the whole country, carry out
statistical analysis and statistical forecasting, carry out statistical
supervision, provide statistical information and consultation;
(7) to guide the construction of statistical information system for
food and drug supervision and management of provinces, autonomous
regions and municipalities directly under the Central Government;
(8) To organize the training of the statistical personnel of the food
and drug supervision and administration departments of the state and the
provinces, autonomous regions and municipalities directly under the
Central Government and give necessary guidance to the statistical and
business training organized by the food and drug supervision and
administration departments of the provinces, autonomous regions and
municipalities directly under the Central Government.
Article 11 The statistical agencies of the local food and drug
supervision and administration departments at all levels shall bear the
statistical functions of the department:
(1) To organize and manage the statistical work on food and drug
supervision and management of the administrative regions and implement
the national statistical system for the supervision and management of
food and drug administration;
(2)
To improve the statistical system and statistical index system for the
supervision and management of food and drug administration in the
administrative region, to formulate a comprehensive statistical
investigation plan and statistical investigation plan for food and drug
administration in the administrative area, to manage and supervise the
work of statistical investigation, and to supervise and inspect the
statistical working system The implementation;
(3) to compile and publicize the statistical data on food and drug supervision and management of the administrative region;

departments and the units directly under their respective departments;
(5) to implement the statistical laws and regulations, the
implementation of national statistical standards and supplementary food

drug supervision and management in their respective administrative
regions, carry out statistical analysis and statistical forecasting,
carry out statistical supervision, provide statistical information and
consultation;
(7) to organize the construction and use of statistical information
systems for food and drug supervision and management of the
administrative regions;
(8) to organize the business training of food and drug supervision and
management personnel in their respective administrative regions.
Article 12 The food and drug supervision and administration
departments at all levels shall strengthen the business training and
professional ethics education of the statisticians and improve the
competencies and quality of the statistical personnel.
Food and drug supervision and administration departments at all levels
should give priority to those who have statistical expertise from the
selection and supplementation of statistical personnel, statistical
personnel must participate in pre-job training.
Article 13 Statisticians shall insist on seeking truth from facts and
abide by their professional ethics, and shall be responsible for the
consistency of the statistical data collected, audited and entered by
the statistical information submitted by the statistical survey object.
When
investigators conduct statistical surveys, they have the right to
inquire about the relevant personnel in connection with the statistics
and ask them to provide relevant information, information and correct
unrealistic and inaccurate information.
Chapter 3 Statistical Survey Management
Article 14 The statistical offices of the State Food and Drug
Administration shall formulate the indicators, calculation methods,
catalogs, statistical codes and other statistical standards of the
relevant statistical investigation of food and drug supervision and
management of the whole country.
Article 15 The food and drug supervision and administration
departments at all levels shall organize a statistical investigation on
the supervision and administration of food and drug administration in a
planned manner according to law.
State Food and Drug Administration is responsible for the unified
development of the national food and drug supervision and management of
statistical investigation projects, reported to the National Bureau of
Statistics for the record or approval.
Local food and drug supervision and management departments at all
levels responsible for the unified development of the administrative
region of food and drug supervision and management of statistical
investigation projects, reported to the same level of people's
government statistical agencies for approval or filing.
Article
16 The internal organs of the food and drug supervision and
administration departments at all levels and the units directly under
their respective departments shall apply for the project according to
the work needs. There shall be sufficient reasons for clarifying the
purpose and the scope of use of the data, in conformity with the
functions of the department, And with the statistics of the statistical agencies of the division of
the division of labor is clear, mutual coordination, shall not be
repeated.

formulated by the internal organs of the food and drug supervision and
administration departments at all levels and their units directly under

Chapter 4 Collection, Management and Publication of Statistical Data
Article
17 The local food and drug supervision and administration departments
at all levels shall be responsible for implementing the statistical
reporting system for food and drug supervision and administration in
accordance with the law in their respective administrative areas. The
statistical data submitted to the statistical agency of the higher
level food and drug administration shall be strictly generated, reported
and audited in accordance with the requirements of the statistical
reporting system and approved by the person in charge of the unit. The statistical agency of the higher level food and drug supervision
and administration department shall examine the statistical data
submitted by the food and drug supervision and administration department
or the next level of the food and drug administration and confirm the
correctness of the data. The abnormal data found in the examination
shall be verified and verified step by step.
Article 18 The statistical data on the supervision and management of food and drug shall be classified and managed. The national food and drug supervision and management statistics by
the State Food and Drug Administration statistical agencies unified
management, local food and drug supervision and management departments
at all levels of statistical data by the Department of statistical
agencies unified management.
Article
19 The food and drug supervision and administration departments at all
levels shall set up the original records and statistical accounts in
accordance with the relevant provisions of the State, and establish and
improve the management system such as auditing, signing, handover and
filing of statistical data. The auditors of the statistical information shall be responsible for
the authenticity and accuracy of the statistics and signatures.
Article 20 The food and drug supervision and administration
departments at all levels shall establish the preservation and
management system of statistical data in accordance with the relevant
provisions of the State, establish and improve the statistical
information sharing mechanism, and strengthen the integration of
statistical data, data exchange and information sharing.
Article 21 The State Food and Drug Administration shall be responsible
for the validation, publication and publication of national statistical
data on food and drug supervision and management.
Provinces, autonomous regions and municipalities food and drug
supervision and management departments responsible for the validation,
publication and publication of the administrative region of food and
drug supervision and management statistics.
Article
22 The statistical data obtained from the statistical investigation and
administration departments of food and drug at all levels shall be
promptly disclosed for public inspection in accordance with laws and
regulations.
Chapter V Supervision, Inspection and Legal Liability
Article
23 The State Administration of Food and Drug Administration shall
supervise and inspect the annual work of the bureaus of the bureaus, the
units directly under the bureau and the food and drug supervision and
administration departments of the provinces, autonomous regions and
municipalities directly under the Central Government. The specific measures for the annual assessment shall be formulated
separately by the statistical offices of the State Food and Drug
Administration.
Provinces, autonomous regions and municipalities food and drug
supervision and management departments of the administrative region of
food and drug supervision and management of statistical work to carry
out supervision and inspection and annual assessment.
Article 24 The head of the food and drug supervision and
administration department at or above the county level and its person in
charge directly under the unit shall be dealt with in accordance with
the provisions of Article 37 of the Statistical Law of the People's
Republic of China:
(A) to modify their own statistical data, fabricated false statistical data;
(2) requiring statistical agencies, statisticians or other
institutions and personnel to forge or tamper with statistical
information;
(3) to crack down on retaliation against statisticians who perform
their duties according to law or refuse or resist statistical offenses;
(D) of the department, the unit of serious statistical violations occurred oversight.
Article
25 If the food and drug supervision and administration department at or
above the county level or any of its following units has any of the
following acts, the directly responsible person in charge and other
directly responsible persons shall, in accordance with Article 39 of the
Statistical Law of the People's Republic of China To deal with:
(1) illegally publishing statistical data;
(B) disclose the trade secrets, personal information or information of
the object of the survey, disclose the information obtained in the
survey to identify or infer the identity of the individual statistical
survey object;
(3) violating the relevant provisions of the State and causing the destruction or loss of statistical data.
Article
26 The food and drug supervision and administration departments at or
above the county level and their directly affiliated units shall, in
accordance with Article 41 of the Law of the People's Republic of China
on the persons directly in charge and other directly responsible persons To deal with:
(A) refusing to provide statistical information or not providing statistical information on time after being reminded;
(2) providing unreal or incomplete statistical information;
(3) refusing to reply or failing to respond to the statistical examination of the inquiry;
(4) refusing or hindering the investigation of statistics;
(5)
to transfer, conceal, tamper, destroy or refuse to provide original
records and vouchers, statistical accounts, statistical questionnaires
and other relevant certificates and information.
Chapter VI Supplementary Provisions
Article
27 The State Administration of Food and Drug Administration shall be
responsible for the interpretation of these Measures.
Article 28 These Measures shall enter into force as of February 1, 2015. March
21, 2001 published "Drug Administration and Management of statistical
management approach (Trial)" at the same time abolished.
